Update on Career Pathway Review Agreement

I am writing to provide an update to you and your colleagues on the implementation of the Career Pathway Review Agreement following a recent preliminary meeting between your national representatives and the HSE.

 

Staff to Senior Pathway – Phase 1 Implementation

 

Each Health Region has been provided with the relevant process documents (since end of 2024). All eligible members (as of 7th November 2022) should now be identified in each health region. This includes Social Workers in Primary Care and all eligible grades outside of Primary Care across both the HSE and Section 38 organisations.

 

A Joint Oversight Group has been established to ensure implementation of the WRC Agreement. The Management side nominees to the Joint Oversight Group are Maria Daly, National Employee Relations and Declan Hynes, Regional Director of People, Dublin South East. The first meeting of the Joint Oversight Group will take place on Friday 15th August.

 

It is important to note that Fórsa will only be seeking confirmation of application of the staff to senior pathway for members in benefit.

 

Career Pathway Review – Phase 2  

 

Both Fórsa and the HSE have finalised their representatives to Phase 2 of the Career Pathway Review. The independent chair Robbie Ryan will now be asked to convene a series of meetings as part of Phase 2. These meetings will ensure that there is relevant input on developments since the first round of submissions in 2020. A more detailed update will circulate to each relevant National Professional Committee for their consideration and response ahead of this process commencing. It is intended to begin these meetings in September with a view to a final report issuing within the 6-month timeframe agreed.

 

As you move through this next phase of the Career Pathway Review it will be important that you and your colleagues get accurate and correct information from your national representatives. Please discuss with your colleagues who will be the workplace rep for your department / team and link with your local branch executive committee to advise them. This more organised you are, the better and more effective the outcome.
