Industrial action commencing Wednesday 25th October 2023

For the attention of all Clerical and Admin Fórsa members Grades III to VI in Tusla

 

 

Dear members,

 

Further to my previous correspondence of 4th October 2023 advising you of the commencement of industrial action, I write to remind you that you will commence your industrial action this Wednesday 25th of October 2023 at your normal starting time. Fórsa members who are clerical and admin staff employed by Tusla in grades III to VI, voted by 97.7 % in favour of this industrial action, up to and including strike action if necessary.

 

Notice was served by Fórsa to your employer on the 4th of October, and despite every effort by us to engage openly on a job evaluation scheme with Tusla, there has been no progress made, so we are now forced into this ‘work to rule’ industrial action.

 

And remember, this isn't only about Job Evaluation. This is about defending and protecting the integrity of your terms and conditions of your job - as agreed under the 2013 Framework Agreement. These are hard-fought for protections for you, so let’s stick together and protect your rights!

 

What does the work to rule mean for you?

 

From the 25th of October, Fórsa members are instructed to:

  • Not carry out the work of other colleagues in their absence
  • Not carry out the work of any vacant post irrespective of length of time vacant or the reason for the vacancy
  • Not carry out the work of a post of a higher grade (unless being remunerated for same)
  • Not formulate, generate or submit management reports such as, reports for board meetings, government departments, management meetings, statistical information, financial reports, KPI’s, etc.
  • Not carry out the work associated with parliamentary questions
  • Not carry out work associated with FOI requests
  • Not participate in or support the work associated with the Tusla Reform Programme, this includes not organising meetings, attending meetings, recording and/or circulating minutes, agenda, documents or reports for any such meetings.
  • Not provide lunchtime cover at reception desks between the hours of 1pm and 2pm.

 

We know for many of you, this might be the first time you’ve taken industrial action. We will stand by and support you through this.

 

Your colleagues who are Fórsa members but who are not engaged in this industrial action will also receive a communication from us today, instructing them not to take on duties which would be habitually carried out by you.
