Dear Member

 

As Chairperson of the Clinical Measurement Physiologists National Professional Committee (NPC) I wish to thank each and every union member for being part of our union. When people join the union, it empowers the union to make representations on behalf of members from a position of strength.


Fórsa Trade Union has negotiating rights for our profession. The National Professional Committee is an advisory committee which consists of Clinical Measurement Physiologists working across Ireland who come together to discuss issues of national concern. Our primary role is to advise the National Health Office and Divisional Executive Committee within Fórsa. 


The NPC meet every third Tuesday of each month with Linda Kelly, Fórsa National Secretary for Health and Social Care Professions, to progress a busy agenda.


I would like to take this opportunity to thank the committee for their time and dedication to protecting our profession and having the drive and vision of pursuing proper career progression with appropriate job descriptions.

Getting Involved

There is much scope to increase union density in Clinical Measurement Physiology. Those interested can join online easily at www.forsa.ie/join.


We ask that members encourage their peers to join so that we become stronger when seeking justice and basic fairness for our profession from our employer.


If there is an issue in your workplace, in the first instance, please contact your local Fórsa workplace representative when seeking advice or assistance.

National Dispute

We wrote out to all members recently advising them of the national dispute declared with the HSE. The correspondence we sent gives an outline of the issues. We’ve included some further information below ahead of the national members meeting on Monday 11th November. 

 

1. Non instruction with Community Hubs 

In July, a union instruction issued in relation to Community Chronic Disease Hubs. Despite meeting with the HSE in February, the concerns raised by physiologists had not been addressed. In addition, several private sector consultancy firms have been involved in establishing the hubs. This instruction remains in place due to a lack of engagement from the employer. 

 

2. Workforce Review Process Stalled

Over the past 18 months, the National Professional Committee has been engaging with the HSE on a Workforce Review. The purpose of this review is to secure improvements in pay and career structures for Clinical Measurement Physiologists. This is a long-standing aim for the profession. The HSE response has been poor with little engagement of any substance. Fórsa has submitted Clinical Measurement Physiologists as a local bargaining unit and will now organise to submit a claim under the local bargaining process. 

 

3. Breaches of the Public Service Agreement  
In addition to the above, some hospital and community sites have proposed outsourcing this service. This is a breach of the Public Service Agreement and has been challenged where it has occurred. It is important that members remain vigilant about any attempt to outsource the jobs of Clinical Measurement Physiologists and contact their local Fórsa workplace rep when they hear of it happening.

Extended Hours

Some hospitals have sought to commence discussions with staff on introducing weekend working arrangements in advance of a national agreement being reached. The appropriate forum for such discussions, is at this point in time, at national level. Should approaches be made locally by hospital management, members should contact their local Fórsa branch and official in the first instance to assist with responding to the proposals.

Professional Boundaries / Grade Encroachment

Maintaining professional boundaries against ongoing grade encroachment is a consistent issue for our profession.


The NPC requests that all members inform their local Fórsa officials when non-qualified grades take on work that is part of the Clinical Measurement Physiologist’s remit so that this matter can be addressed without delay.
