Ballot opening Monday 14th April 2025 - Explanatory document

Dear Member,

 

Next week, you will have the opportunity to vote on the WRC proposals dated 30th March 2025. You can read the proposals here: WRC proposals 30th March 2025. To vote you will receive a secure link to an online ballot, with a unique voting code (UVC).

 

We encourage all members to read this Explanatory Document on WRC proposals, which provides a detailed breakdown of each section of the proposal. This document is essential and should be reviewed carefully before you cast your vote.

 

The proposals reference WTE limits throughout, we are aware this remains a concern for members. While the HSE will maintain a recruitment cap, your divisional executive has carefully evaluated the proposals and believes they represent sufficient progress to enhance recruitment efforts. Members should expect to see additional posts being created and vacancies filled as a result.

 

This matter will be monitored closely over the next six months at both local and national levels. Additionally, the proposals include a provision for the WRC to convene the parties after six months to review the implementation process.

 

We recently held a series of general meetings, during which several key points were raised. We would like to take this opportunity to clarify these below.

 

HSCP Cross-cover – There is no agreement, either nationally or regionally, to provide cross-cover. These proposals are unrelated to cross-cover and must not be used to introduce such changes. The previous guidance provided to all HSCPs remains in effect.

 

Covering Vacant Positions – We refer you to the previous memo from the HSE regarding the Clerical Admin post. This remains the current position. You can read it here: HR Memo 031 2024

 

Some members on temporary contracts have expressed concerns that they may be displaced or disadvantaged if agency workers, who have held a post for more than one year, are converted to directly employed status. This is not the intention. If agency workers are moved to directly employed status, the same rules regarding permanency will apply to them as to those currently on temporary contracts.
