HEO mobility to commence

Fórsa has resolved a number of issues surrounding the launch of mobility for higher executive officers (HEOs), following discussions with the Department of Public Expenditure and Reform (DPER).  

 

The union had been advised by the department that mobility for clerical and executive officers (COs and EOs) would resume, and that the scheme would be launched for administrative officers (AOs) and assistant principals (APs). However, there was concern among senior civil service management about commencing the scheme for HEOs due to ongoing difficulties in filling HEO posts.

 

Fórsa’s head of civil service Derek Mullen said that the exclusion of HEOs from the scheme would be unfair: “It would be totally inequitable to exclude HEOs from the scheme, particularly at a point when we have advised our members that it will launch shortly.

 

“Equity demands HEO inclusion in the scheme, particularly as it extends to the AO and AP grade and reopens for COs and EOs. Nothing less will be acceptable” he said.

 

Derek said an agreement has now been reached allowing for HEO mobility.

 

“We will see the scheme launch for HEOs in January, with the resumption of the scheme for COs and EOs in the coming weeks,” he said.  

 

The process of establishing mobility lists for the AO grade will also commence shortly.
