Planned industrial action by Fórsa members working as clinical measurement physiologists (CMPs) was suspended following the conclusion of talks at the Workplace Relations Commission (WRC) two weeks ago (Friday 30th January).
The agreement provides for an intensive, time-bound engagement process between Fórsa and the Health Service Executive (HSE) aimed at resolving the long-running issues at the centre of the dispute.
These include the finalisation of a pay and career structure review for CMPs, the development of updated job descriptions to reflect the modern scope of the profession, and progress on outstanding matters arising from the McHugh report.
Fórsa represents over 350 CMPs nationwide. They are diagnostic specialists who play a central role in providing the test results used by doctors, consultants and other clinical staff to make treatment decisions. They deliver essential diagnostic services across cardiac, respiratory, neurophysiology, gastrointestinal and vascular care.
Fórsa national secretary Linda Kelly said the agreement was secured as a result of the sustained efforts of CMP members and their representatives: “It has taken consistent effort on the part of Fórsa CMP members to secure this agreement, which provides for detailed discussions on service delivery in chronic disease hubs.”
“These discussions will also cover staffing, management and governance arrangements, and proper recognition of the essential role CMPs play within these services,” she said.
The HSE has also committed to establishing a high-level oversight group, with equal Fórsa representation, to examine the current outsourcing of CMP services and to review delivery options in line with public service agreements.
Linda added: “This agreement gives us six weeks to work through these items, which Fórsa believes is sufficient in this context.”
The parties have agreed that this work will be undertaken by nominated representatives with appropriate seniority and decision-making authority.
Linda said the suspension of industrial action is based on an expectation of meaningful engagement focused on achieving a lasting and comprehensive resolution: “Fórsa will continue to closely monitor progress and will keep members informed and consulted as discussions proceed,” she said.
