New activation targets would double workloads

Fórsa official Paul MacSweeney said the department had presented no evidence to show that dealing with people on the phone could be more speedily than face-to-face encounters.

Fórsa is opposing the unilateral introduction of work targets, which staff say could double current workloads for Department of Employee Assistance and Social Protection (DEASP) employees working in activation roles.

The activation unit, which helps jobseekers improve their opportunities for employment, has recently resumed services following its temporary suspension as a result of the Covid-19 crisis. Previously a customer-facing role, this work is now being carried out by phone

While Fórsa supports this switch during the course of the pandemic, it disputes management’s belief – reflected in new targets – that phone engagements take less time than in-person interviews.

Fórsa official Paul MacSweeney said the department had presented no evidence to show that dealing with people on the phone could be more speedily than face-to-face encounters.

“It is unclear where there targets were plucked from, or on what basis the department believes that suddenly work output can be more than doubled. It’s unacceptable that management wants to impose this fundamental change in work practices without discussion, negotiation and agreement,” he said.

The staff concerned took on different essential roles at the height of the coronavirus crisis, with some changing roles a number of times. “Instead of receiving practical appreciation, they are now facing unacceptable targets, in a move that will most likely disimprove the high quality service delivered to customers,” said Paul.

Fórsa has told members that the new targets are not agreed.
