Union set for renewed promotion talks

Fórsa will return to the Workplace Relations Commission (WRC) for talks to finalise the replacement of the common recruitment pool with an agreement on confined promotion competitions for local authority grades IV to VII. The draft agreement was reached with the Local Government Management Agency (LGMA), which represents council employers, back in May.
Under the proposed agreement, 20% of promotion posts are confined to the specific local authority where the vacancy arises. Another 30% would be filled by open competition, while 50% would be filled through competitions confined to the national local government sector.
Fórsa Head of Local Government Peter Nolan said the renewed talks would address outstanding issues in relation to the abolition of the common recruitment pool, paving the way for the enactment of the confined promotions agreement.
“The enhanced promotion structure and the percentage allocation of competitions confined within the local government sector nationally are big wins for our members in this area, and a competition confined to one’s own local authority is a historic breakthrough,” he said.
Peter added that all relevant members would be balloted on the outcome of the negotiation.
