Fórsa concerned over outsourcing without consultation

Fórsa has engaged with management in Dublin City Council to address the issue of outsourcing direct labour in Cleansing Management in Dublin city centre, without union consultation, a move that conflicts a national agreement.

 

Fórsa official Adam O’Maolagáin, represents the workers affected, said that it is not within management's authority to “decide which national agreement rules they adhere to without proper consultation”.

 

“Fórsa highlighted that had certain steps been taken in advance, outsourcing could have been avoided. In response, management committed to bringing back in-house some of the work that was previously outsourced.

 

“This will be achieved through the introduction of new vehicles, replacements for existing fleet vehicles, and the recruitment of new staff in the upcoming months. By doing so, the need for specialist vehicles or external manpower will be reduced,” he said.

 

Management has since pledged that all work will be offered and handled internally, both in the city and the district offices, demonstrating a clear shift towards favouring Dublin City Council staff over external companies.

 

Fórsa, recognising the significance of this matter, intends to escalate the issue of the outsourcing that did occur to the highest levels within the LGMA (Local Government Management Agency).

 

Adam said that Fórsa is resolute in its’ belief that Dublin City Cleansing should be carried out exclusively by Dublin City staff.

 

“The recent meeting with cleansing management served as a platform for Fórsa to address the concerns surrounding outsourcing and to advocate for the importance of consultation and adherence to national agreement rules,” he said.
