Fórsa’s Local Government and Local Services divisional executive has demanded an agreed protocol on the use of psychometric testing in local councils. The union is concerned at the widespread introduction of these selection methods, despite the absence of an agreement.


The tests, which purport to measure capabilities and behavioural style, have been used in the selection process of senior executive officers and other posts throughout the sector, and for administrative jobs in a number of counties.


In a recent letter to Fórsa branches, national secretary Peter Nolan said the tests were not fit for purpose. “We have stark evidence that they have disadvantaged serving staff, and we have concerns about facilities for people with disabilities and people in Gaeltacht areas and elsewhere who want to conduct the tests in Irish,” he said.


The executive has decided to ballot members for industrial action unless an agreement with management is reached. Peter said that, if members back action, it is not expected that it would involve withdrawal of labour in the first instance.
