Also in the Indo yesterday, an opinion piece on public service reform by Pat McGarty which concludes: "Ireland has reached a point in its economic development when simply spending more is no longer enough. The challenge is to govern better.
"Has the time not come to follow evidence-based best practice of many of our European neighbours in promoting the concept of a social contract based on better pay in return for measurable modernisation, greater flexibility, improved productivity and stronger accountability?
"The alternative should not be an option where we again repeat the mistakes of the past by buying industrial peace while postponing the reforms that our country desperately needs.
"But if the Government and unions are prepared to grasp this opportunity, the next pay agreement could become something far more important than another settlement. It could finally be the beginning of a better way of running the State.
